Does anyone know if a steward can file labor charges against the company without help from the B/A?

If you file as a steward (union representative) you may need the consent of the local, but any one can file charges. Just contact the local National Labor Relations Board office. It is always nice to have the support of your local (good luck), though it is not necessary. In fact, you can file against the local, too, if they are violating the National Labor Relations Act. The NLRB can be found online, or by telephone. They can explain in more detail.
